Created through Senate File 123 during the 2026 Wyoming Legislative Session, the WEDF provides loans and grants for qualifying projects tied to Wyoming's energy industries and emerging energy opportunities. Eligible project categories include coal, oil and natural gas, pipeline infrastructure, enhanced oil recovery, uranium, rare-earth and critical-mineral development, transmission infrastructure, and other strategic energy investments. The program aims to strengthen Wyoming's position as a national leader in energy production, infrastructure, and innovation.

- Individuals and companies seeking matching funds to meet the purposes of WEDF. Projects must address Wyoming's energy needs, demonstrate a dollar-for-dollar funding match, provide a public benefit for Wyoming, significantly advance technology or commercial deployment of projects that benefit Wyoming, and demonstrate the ability to successfully execute the project.
