The Energy Matching Funds (EMF) program spurs innovation and brings transformative energy projects to Wyoming by providing matching funds for private or federal funding for research, demonstration, pilot projects, or commercial deployment projects related to Wyoming energy needs, including CCUS, hydrogen, coal, biomass, battery storage, wind, solar, and more. The Wyoming Legislature has appropriated $155 million (plus an additional $50 million in 2023) to the Office of the Governor, delegated to the Wyoming Energy Authority (WEA). Concept papers are accepted on a rolling basis with review cycles three times per year.

- Open to individuals and organizations, both public and private, seeking matching funds to meet the purposes of EMF. Projects must have at least 50% matching funds (private or federal), provide a public benefit for Wyoming, significantly advance research or commercial deployment benefiting Wyoming, and demonstrate the ability to successfully execute the project.
