The West Virginia Office of Energy (WVOE) provides sub-grants funded through the U.S. DOE's State and Community Energy Program (SCEP) under the Bipartisan Infrastructure Law. The program funds energy efficiency retrofit projects at eligible local governments and rural community-serving nonprofits, covering activities such as insulation, lighting, HVAC upgrades, weather sealing, appliances, pumps/motors, and windows/doors.

- Local governments (buildings must be owned by the applicant and intended for use for a minimum of ten years; certain entities that received EECBG funding directly from DOE are ineligible) and rural community-serving nonprofits (must have been in service for at least five years prior to application, have a plan to operate for another five years, and own the building being retrofitted).
