The West Virginia Office of Energy (WVOE) provides sub-grants funded through the U.S. DOE's State and Community Energy Program under the Bipartisan Infrastructure Law. Local governments (buildings must be owned by the applicant and intended for use for a minimum of ten years; entities directly eligible for DOE funding are ineligible) and community-serving nonprofits (must have been in service for at least five years prior to application, have a plan to operate for another five years, and own the building being retrofitted).
