Launched July 1, 2025, this program provides $150 million in incentives through Washington state utilities to help owners of buildings between 20,000–50,001 square feet (including multifamily residential buildings over 20,000 sq ft) make energy-efficient upgrades under the Clean Buildings Performance Standard. Building owners receive a base incentive of $0.30 per square foot for benchmarking energy use, identifying an energy use intensity target, and developing an energy management plan; multifamily owners who sign an Anti-Displacement Agreement may qualify for an enhanced incentive of up to $0.75 per square foot. Payments are made directly from participating utilities to building owners on a first-come, first-served basis.
