Launched July 1, 2025, this program supports buildings between 20,000–50,001 square feet (including multifamily residential buildings over 20,000 sq ft) in making energy-efficient upgrades under the Clean Buildings Performance Standard. Commerce provides $150 million in incentives through a partnership with Washington state utilities, with payments issued directly from participating utilities to building owners on a first-come, first-served basis. Multifamily building owners who sign an Anti-Displacement Agreement may qualify for an enhanced incentive rate.
