Launched July 1, 2025, this program supports buildings between 20,000–50,001 square feet (including multifamily residential buildings over 20,000 sq ft) in making energy-efficient upgrades under the Clean Buildings Performance Standard. Commerce provides $150 million in incentives distributed through participating Washington state utilities on a first-come, first-served basis. Building owners receive payments directly from their utility after Commerce reviews and approves compliance and incentive applications.
