Tier 1 Early Adopter Incentive Program
Washington — state program$2 per square foot (base incentive, excluding parking, unconditioned or semi-conditioned spaces), plus 5 cents per kBtu of energy saved over 15 EUI; incentive can cover up to half the cost of energy-saving measures. A one-time incentive payment for eligible Tier 1 building owners who demonstrate early compliance with Washington State's Clean Buildings Performance Standard (CBPS). Incentive payments are issued directly by participating utility providers on a first-come, first-served basis, with total program funds limited to $75 million.

- Eligibility
- Eligible Tier 1 covered building owners, or multifamily buildings over 50,000 square feet. The building must be served by at least one participating electric utility, gas company, or thermal energy company. The building must be 15 EUI or more above the target and in full compliance with the CBPS. Utility providers who don't pay public utility taxes are not eligible to participate. Application deadline has passed for all buildings larger than 90,000 gross square feet; buildings between 50,000 and 90,001 gross square feet must apply by June 1, 2027.
