Weatherization Repayment Assistance Program (WRAP)

WRAP helps Vermont homeowners and renters finance home energy and weatherization projects — including insulation, air sealing, heat pumps, electric water heaters, and advanced wood heating systems — by covering some or all upfront project costs. Repayment is made via low-interest charges added to the participant's monthly utility bill, with no credit check required. Special VHFA incentives may further reduce out-of-pocket costs beyond rebates offered by participating utilities.
