Created in 2009 as part of Vermont's Sustainably Priced Energy for Economic Development (SPEED) program, the Standard Offer provides fixed-price contracts for in-state renewable energy projects. The program was expanded by the Vermont legislature in 2012 to a total of 127.5 MW through 2022.
