Created in 2009 as part of Vermont's Sustainably Priced Energy for Economic Development (SPEED) program, the Standard Offer provides fixed-price contracts for in-state renewable energy projects. The program initially covered 50 MW and was expanded to 127.5 MW total through 2022.
