- Residential and commercial property owners with current living and maintained lawn in cities/towns/counties that have adopted Water Efficiency Standards required by the Division of Water Resources. HOA residents may qualify if the home's landscaping is the property of the applicant. Removed lawn must be replaced with at least 50% perennial plant coverage at the ground level and approved drip irrigation.
