The Utah Office of Energy Development (OED) provides EECBG funding to support eligible energy efficiency and conservation projects at the local and regional level for government entities in Utah. Applicants can apply for an energy audit, a retrofit project, or both. Approximately 40% of OED's funding will be allocated to projects in Justice40 areas.

- Local government entities in Utah (cities, counties, special districts, and other municipalities) that are not eligible for formula funding through the Department of Energy's EECBG program, are based in Utah, and have a current (within 3 years) energy audit or apply for one. The audit/retrofit project must be on facilities located in the state of Utah.
