The Utah Office of Energy Development (OED) provides EECBG funding to support eligible energy efficiency and conservation projects at the local and regional level for government entities in Utah. Applicants can apply for an energy audit, a retrofit project, or both. About 40% of OED's funding will be allocated to projects in Justice40 areas.

- Local government entities in Utah (cities, counties, special districts, and other municipalities) that are not eligible for formula funding through the Department of Energy's EECBG program. The audit/retrofit project must be done on facilities located in the state of Utah. Applicants must have a current (within 3 years) energy audit, apply for an audit through Rocky Mountain Power (if within territory), or request an audit as part of their application.
