PACE provides low-cost, long-term financing for water and energy efficiency and conservation improvements to commercial and industrial properties. Private property owners obtain financing repaid as an assessment on the building, with repayment obligations transferable to new owners upon sale. Enabled by Texas Senate Bill 385 (83R, 2013), municipalities and counties work with commercial lenders and property owners to implement the program.
