Awarded Medium- and Large-Scale Award Track (MAT/LAT) projects are reimbursed for up to 90% of the Base Grant Award as costs are incurred, with the remaining 10% withheld until measurement, monitoring, and verification (MMV) of emissions reductions is completed. The Base Grant Award represents 30% of the project's Total Project Cost.
