A revolving loan fund administered by the National Energy Improvement Fund (NEIF) to help local governments achieve energy efficiency projects of any size. Loans can be used for energy efficiency upgrades, building retrofits, and on-site renewable energy generation projects (when paired with energy efficiency measures). MORE Grant recipients can buy down their interest rate to as low as 0%.

- Pennsylvania local governments that were not eligible for an EECBG from the U.S. DOE, including Counties, Cities, Boroughs, Towns, Townships, and Municipal Authorities. Borrowers must have a level 2 commercial energy audit and energy conservation measure project design/scope to apply. Each borrower must also obtain LGUDA approval from DCED.
