Oregon Rental Home Heat Pump Program (ORHHPP)

Provides rebates and grants for the installation of heat pumps and related upgrades in dwellings used as residential tenancy (rentals) and manufactured dwellings or recreational vehicles located in a rented space. Heat pumps must be installed by ODOE-approved contractors, who reserve and receive rebates that must be fully passed on to the dwelling owner. General program funding is fully reserved and no longer accepting applications, but funding remains available for installations in rental housing occupied by members of federally recognized Tribes in Oregon.

- Rental homes (residential tenancy) and manufactured dwellings or recreational vehicles in rented spaces. Heat pumps must be installed by ODOE-approved contractors. For the Tribes set-aside: rental housing occupied by members of the seven federally recognized Tribes in Oregon listed in the program; a minimum of 25% of funds must be allocated to low- and moderate-income households and a minimum of 25% to affordable housing providers.
