Oregon Rental Home Heat Pump Program (ORHHPP)

Provides rebates and grants for the installation of heat pumps and related upgrades in dwellings used as residential tenancy (rentals) and manufactured dwellings or recreational vehicles located in a rented space. Heat pumps must be installed by ODOE-approved contractors, who reserve and receive rebates that must be fully passed on to the dwelling owner. General program funding is fully reserved and no longer accepting applications, but Tribal funding remains available.

- Rental housing (residential tenancy, manufactured dwellings, or recreational vehicles in rented spaces) in Oregon. General program is closed to new applications. Tribal funding is available only for heat pumps installed in rental housing where members of seven federally recognized Oregon Tribes reside; a minimum of 25% of funds must be allocated to low- and moderate-income households and a minimum of 25% to affordable housing providers. Heat pumps must be installed by ODOE-approved contractors.
