A noncompetitive grant program created under HB 3630 to support Oregon counties in developing energy resilience plans. Plans must map current energy infrastructure, natural hazard risks, and socially vulnerable communities; identify resilience needs and implementation steps; and engage with environmental justice communities. Counties could pool funds by working together in cohorts.
