Provides incentives to help building owners fund energy efficiency measures (e.g., HVAC or lighting upgrades) to comply with Oregon's Building Performance Standard. Funding is awarded on a first-come, first-served basis until funds are exhausted or the 180-day application period ends.

- Tier 1, Tier 2, and some Tribal buildings that have a baseline energy use intensity exceeding the applicable energy use intensity target. An energy audit from an ODOE-approved Qualified Energy Auditor must be submitted with all applications.
