Homeowners Managing Efficiency Savings (HOMES)
North Carolina — state programup to $16,000
Offers eligible income-qualified households rebates for home efficiency upgrades such as air sealing, insulation, and energy-efficient HVAC units. Rebate levels depend on income, covering up to 100% of project costs for households below 80% AMI and up to 50% for households between 80–150% AMI, with a maximum rebate of $16,000 per dwelling.

- Single-family homeowners, multifamily building owners, and tenants (with owner permission) with household income below 150% of Area Median Income. Low-income residents (below 80% AMI) receive up to 100% of project costs; moderate-income residents (80%–150% AMI) receive up to 50% of project costs. At least 20% energy savings required for major home upgrades. Contractors must perform installation. Appliances must be ENERGY STAR certified.
