Homeowners Managing Efficiency Savings (HOMES)
North Carolina — state programup to $16,000
Offers income-eligible homeowners and renters rebates for home efficiency upgrades such as air sealing, insulation, and energy-efficient HVAC units. Requires at least 20% energy savings for major home upgrades. Maximum rebate is up to $16,000 per dwelling.

- Single-family homeowners, multifamily building owners, and tenants (with owner permission). Household income must be below 150% of Area Median Income. Low-income residents (below 80% AMI) receive up to 100% of project costs covered; moderate-income residents (80%–150% AMI) receive up to 50% of project costs. Contractors are required to perform installation. At least 20% energy savings required for major home upgrades.
