Energy Savings Performance Contracts (ESPC)

New Mexico — state programSee program
A legal and financial tool that allows public entities to fund energy efficiency retrofits without upfront capital costs. A facility owner contracts with a state-approved Energy Service Company (ESCO) to identify, install, and guarantee energy cost savings measures; the ESCO is repaid through the resulting energy savings. EMNRD provides technical assistance, third-party review of energy audits, and has established state price agreements with ESCOs.
