Energy Savings Performance Contracts (ESPC)

A legal and financial tool that allows public entities to fund energy efficiency retrofits without upfront capital costs. A facility owner contracts with an Energy Service Company (ESCO) to identify, install, and guarantee cost-effective energy efficiency measures, with the ESCO repaid through resulting energy cost savings. EMNRD provides technical assistance, third-party review of energy audits, and has established state price agreements with ESCOs.
