A $75 million pilot grant program launched by the NJEDA to provide financial assistance to multi-pronged, large-scale retrofit projects that enable holistic energy improvements at buildings, campuses, and multi-building facilities. Grants reimburse eligible hard and soft construction costs (design, equipment, construction, commissioning) for projects that significantly reduce carbon emissions and accelerate New Jersey's clean energy transition. Funded by Regional Greenhouse Gas Initiative (RGGI) proceeds.

- For Thermal Energy Network projects: Commercial, Industrial, or Institutional building owners OR equivalent tenants. For all other projects: Institutional building owners/tenants serving a non-profit or public purpose (excluding State and bi-state agencies except those primarily focused on education or healthcare), or private manufacturing building owners/tenants. Buildings must be existing, located in NJ, and meet specified property classes (4A, 4B, 4C multi-family, 15A–15F).
