- Building owners or tenants (with landlord approval and a lease extending one year past the construction timeline) seeking to retrofit existing buildings with emissions-reducing or energy efficiency improvements. Applicants must demonstrate ability to cover project costs not covered by the grant plus a 10% contingency. Projects involving new construction or substantial rehabilitation/redevelopment are generally excluded. Contractors must be registered with NJDOL as Public Works Registered Contractors and comply with NJ prevailing wage rates.
