- Commercial building owners or tenants (Class 4A), Industrial building owners or tenants (Class 4B), and Institutional entities (including privately-owned 100% affordable housing deed-restricted for a minimum of 30 years and/or compliant with NJ's UHAC). Applicants must demonstrate ability to cover the balance of project costs not covered by the grant plus a 10% project contingency. Contractors must be registered with NJDOL as Public Works Registered Contractors at prevailing wage rates.
