The NJ Cool Program provides grants to fund building retrofits that switch space heating from fossil fuel combustion systems to non-combustion-based systems (e.g., heat pumps) or replace high global warming potential (GWP) refrigerants with lower GWP alternatives. Optional supporting work such as solar panels, battery storage, envelope improvements, and kitchen electrification is also eligible for funding. The program is funded by the Regional Greenhouse Gas Initiative (RGGI).

- Applicants must propose projects that include at least one of: (A) switching 75% or more of building space heating loads from fossil fuel-based combustion systems to non-combustion-based heating systems, or (B) replacing 75% or more of existing high GWP refrigerants (700+ GWP) with lower GWP alternatives. Religious affiliated entities are subject to additional review from the Attorney General's Office. Projects must comply with NJ Prevailing Wage and Affirmative Action requirements. Applicant must provide proof of funding for total estimated project costs plus an additional 15% contingency.
