NJ CELs (Clean Energy Loans) is a loan program administered by the New Jersey Economic Development Authority (NJEDA) to support clean energy projects. The program is backed by SSBCI (State Small Business Credit Initiative) funding and targets businesses located in New Jersey, including those in Overburdened Communities.

Businesses located in New Jersey; for infrastructure or installation projects at an existing facility, activities must be physically located in New Jersey; for all other projects, the applicant must have a physical location in New Jersey (office or co-location facility) and have a minimum of 50% of full-time employees working in New Jersey. Eligibility also references employee counts (including FTEs of affiliates) and Overburdened Community status.
