The Missouri Department of Natural Resources offers low-interest loans to public schools, higher education institutions, and local governments for qualified energy-saving investments, energy efficiency, and renewable energy projects. Loan recipients repay the loan using money saved on energy costs, and repaid principal and interest are recycled back into the state's Energy Set-aside Fund to finance new loans.

Eligibility
Public schools (K-12); public higher education institutions (colleges and universities); local governments including cities, towns, villages or counties (which may include water treatment plants or wastewater facilities), public-owned airport facilities, hospital districts, sewer districts, water supply districts, ambulance districts, and sub-districts of a zoological park and museum district. Applicants must not be in default or have a pending event of default and must be current on all taxes due and owed to the state of Missouri.
