- Any organization able to fully document the total project cost, including internal payroll records, itemized vendor/contractor invoices, and proof of payment. Projects must be located in Michigan at occupied multifamily housing units with long-range plans for continued use. Applicants must be registered as a vendor of the State of Michigan on SIGMA VSS before entering a Grant Agreement.
