Allows customers of Evergy and Liberty Utilities (Empire District) to generate their own electricity through renewable energy sources such as solar panels or wind turbines and receive bill credits for the excess electricity they generate and export back to the grid. Utilities are required to provide participating customer-generators with a bi-directional meter at no additional cost.
