2026–27 SREC VALUES UP 34–43%: Illinois Shines is the state solar REC incentive program administered by the Illinois Power Agency. One upfront lump-sum payment based on 15 years of expected solar production (1 SREC = 1 MWh). The ICC issued its order on the IPA 2026 Long-Term Plan in early 2026; the higher 2026–27 SREC values (≈34–43% increase vs. 2025–26, depending on system size and utility territory) take effect for the program year beginning June 1, 2026. Indicative DG REC prices: ≈$70/REC (≤10 kW), ≈$61/REC (10–25 kW). Example: 200 kW system at a public school may yield $350,000+ in REC payments. No OBBBA impact — state program funded by IL ratepayers, fully intact.

- 2026–27 program year (June 1 – May 31): ICC approved the IPA 2026 Long-Term Plan (order issued early 2026); 34–43% higher SREC values now in effect for new applications. Block prices vary by system size category: DG <10kW, 10kW–2MW, community solar. Does NOT reduce federal ITC basis — fully stackable. Companies hiring from CEJA-funded training programs may qualify for additional Equity Adder incentives. Approved vendor list required. Stacking with 48E ITC + MACRS is the flagship EVLV recommendation for IL commercial solar.
