OPEN — STATE PROGRAM CONTINUES. Illinois Solar for All is funded by CEJA via utility ratepayer contributions (Renewable Portfolio Standard), NOT by federal money. 2025–2026 budget: $186.3M. Continues to accept applications. NOTE: This is distinct from the federal Solar for All program (CAA §134 / GGRF, $156M Illinois Finance Authority award). EPA terminated the federal program Aug 7, 2025 citing OBBBA repeal of GGRF; however, the $7B in awards had already been obligated and 21+ state attorneys general (including Illinois) filed suit (breach-of-contract complaint Oct 15, 2025) challenging the termination as unlawful. A preliminary-injunction motion was argued Jan 13, 2026; funds remain frozen and no final ruling has issued as of May 2026 — obligated funds may yet be restored by court order. Conservative client messaging: state ILSFA is the reliable program; treat the federal $156M IFA award as in legal limbo, not as confirmed money.
