IL projects can apply directly via Grants.gov when EPA opens the annual National DERA Funding Opportunity (separate from the IL EPA state pass-through). Award sizes are 5–10x the state pass-through. October 2024: $125M total announced. Most recent IL recipients are NGOs (American Lung Association, Environmental Initiative) and city departments (CDOT). Incompatible with il_dera entry — do not double-count for same project.
