Illinois' primary corporate income tax credit program for major capital investment projects. Authorized under 35 ILCS 5/236. Credit equals the incremental Illinois income tax withheld from new employees attributable to the project. Negotiated agreement between business and DCEO; subject to annual reporting and clawback if commitments not met. As of 2021, REV program (electric vehicle manufacturing) provides parallel structure with higher credit values for EV/battery/EV component manufacturing.
