Illinois' ~$108M allocation of the VW Settlement Environmental Mitigation Trust (Appendix D), administered by Illinois EPA per the Revised Beneficiary Mitigation Plan (April 2022). Funds NOx-reduction projects with allocations: light-duty ZEV charging infrastructure (15%), all-electric public transit including Class 4-8 transit buses + commuter locomotives (32%), all-electric school buses (32%), all-electric Class 4-8 local freight trucks including municipal/refuse/dump/concrete-mixer/delivery/drayage (19%), administrative (2%). 80% of trust funds must be obligated within ten years of trust effective date.

- Class 4-8 vehicles: replacement of model year 2009 or older diesel engines with new all-electric. Cost share: 50% minimum for non-government applicants, up to 25% match for government applicants (or higher per DERA-option rules). Privately-owned school bus under contract to public school district treated as government applicant (25% match). Project must occur in Priority Area 1 (Chicago metro ozone non-attainment), Priority Area 2 (Metro-East St. Louis ozone non-attainment), or Priority Area 3 (Champaign, DeKalb, LaSalle, McLean, Peoria, Sangamon, Winnebago counties).
