Federal SBA loan programs that finance energy improvements as part of a larger owner-occupied commercial real-estate or equipment project. The 504/CDC structure provides long-term fixed-rate financing for owner-occupied real estate + major fixed assets; the 504 energy public-policy goal can unlock larger energy projects by allowing multiple debentures. 7(a) is the more flexible general-purpose vehicle that can fold equipment + improvements into an acquisition. Illinois CDCs: SomerCor (Chicago), Growth Corp (statewide), regional 504 CDCs downstate — route clients to the active CDC for their county.

Eligibility
For-profit, owner-occupied business (>=51% occupancy existing / 60% new construction for 504). 504 size standard: tangible net worth <= $20M and avg net income <= $6.5M. Energy improvement bundled into a qualifying owner-occupied real-estate or fixed-asset project. Best fit: dealerships, manufacturers, warehouses where the operator owns the real estate.
Funding Amount
504: ~50% bank loan + ~40% SBA-backed CDC debenture + ~10% borrower equity; standard debenture cap $5M ($5.5M manufacturers). 7(a): up to $5M general-purpose. "Green" 504 energy public-policy goal (>=10% energy reduction, renewable generation, or renewable-fuel producer) permits stacking multiple $5.5M debentures up to a $16.5M aggregate per borrower and affiliates (SBA SOP 50 10 8, effective 6/1/2025). Combined 7(a)+504 ceiling rises to $10M effective 7/4/2026.
