Matches US hydropower technology developers (Voucher Recipients) with national or university test facilities to fund physical testing and/or numerical modeling. Vouchers are IN-KIND: DOE/EnergyWerx pay the test facility directly, no cash to the recipient. Projects last up to one year; DOE expects to issue 10-20 vouchers. Phase 2 recipient applications due July 23 2026 at 3pm ET.
