- Eligibility
- Existing windows can be single-pane or double-pane with clear glass; frame can be metal, vinyl, or wood. Insert must be ENERGY STAR certified and meet ENERGY STAR storm window key product criteria (emissivity ≤0.22 and solar transmission >0.55 in Rockford, Chicago and Springfield climate zones). Each home eligible for up to 10 windows. Must be installed by an approved contractor.
