An inclusive on-bill financing program administered by the Hawaiʻi Green Infrastructure Authority (HGIA), funded by the EPA's Greenhouse Gas Reduction Fund Solar for All program. It finances the installation of solar+storage systems on single-family dwellings and multi-family rental projects to reduce energy burden for low-income households and disadvantaged communities. The program also supports community solar projects, community outreach, technical assistance, and workforce development.

- Low and moderate-income households in eligible CEJST or EPA EJScreen Identified Census Tracts; OR individuals currently approved for LIHEAP, SNAP, Weatherization Assistance Program, National School Lunch Program, or SSI (with award letter within the last 12 months); OR multifamily housing with rents not exceeding 30% of 80% AMI for at least half of residential units with an active affordability covenant from eligible federal or state housing assistance programs.
