The Green Energy Money $aver (GEM$) On-Bill Program is an inclusive financing program offered by the Hawaii Green Infrastructure Authority for homeowners and renters. It finances solar and energy improvement installations with the repayment obligation tied to the electric utility meter (not the person), with payments appearing on the monthly electric utility bill. The homeowner or landlord owns the installed system and may be eligible for tax benefits.
