- Low- to moderate-income households (less than 140% of HHFDC's Area Median Income); Hawaiian Electric, Maui Electric, or Hawaiian Electric Light Company customer; minimum of 6 months of history with the Utility; Energy Improvement must be on the Approved EI List; Contractor must be a GEM$ Enrolled Contractor; post-installation, the Energy Improvement must meet estimated minimum savings standards based on number of disconnection notices
