State agencies can partner with an energy services company to complete cost-saving energy and water efficiency initiatives through multiyear contracts. ESPC helps state agencies finance energy and water efficiency projects, update or replace old or obsolete equipment with more efficient technologies, and help guarantee facility savings through data tracking. It is a budget-neutral approach where facility upgrades are paid for over time with guaranteed energy, water, and cost savings.
