HVIP provides point-of-sale voucher discounts on zero-emission trucks and buses, making it easier and more affordable for California fleets and businesses to switch to cleaner transportation. Vouchers are available on a first-come, first-served basis and are applied at the time of purchase. The program is administered by CARB as part of California Climate Investments, funded through Cap-and-Invest (formerly Cap-and-Trade) dollars.
