Low-Income Home Energy Assistance Program (LIHEAP)

LIHEAP is a federally funded block grant program that lowers the energy burden for low-income households by helping pay home energy bills—heating costs during the winter and cooling costs during the summer. Arkansas offers two benefit types: a Regular benefit (fixed amount based on household income, size, and energy source) and a Crisis benefit (up to a maximum policy amount to prevent disconnection, restore service, or replenish depleted fuel supply). Applications are processed through a network of community-based organizations (CBOs) serving all 75 Arkansas counties.

- Low-income residential households only; businesses are not eligible. Eligibility is based on household income (see Arkansas LIHEAP Income Eligibility Chart). Applicants must provide a photo ID, Social Security card/numbers for household members, most recent utility bills, proof of income, and proof of residency.
