Alaska C-PACER is a long-term, low-interest financing framework that provides commercial building owners with 100% upfront capital to upgrade their buildings with more energy efficient systems. It is enabled by state legislation (HB 80, codified at AS 29.55.100–.165) and administered through local governments that establish their own C-PACER programs. The initiative is facilitated by the Alaska Energy Authority and drives private sector investment in clean energy and energy efficiency improvements.
